The Generalitat de Catalunya has completely renewed its procurement model for services related to the Definition, Management, Development, Maintenance, Operation, and Support of IT solutions.

The new Dynamic Acquisition System (known as SDA) will initially run for five years, with the possibility of extension, and is expected to manage procurement budgets totaling 6.5 billion euros.

Better Consultants, a long-standing partner of the Generalitat de Catalunya since its inception, has been admitted to the two segments most aligned with our areas of expertise: 

• Consulting services, feasibility analysis, definition, and conceptualization of IT solutions.
• Development and/or maintenance of multi-platform information systems.

In response to the Generalitat’s ongoing transformation towards a fully digital administration—and to ensure a high level of service that meets its technological and IT needs—the CTTI has developed a strategy that goes beyond IT provisioning and governance. It aims to position itself as a benchmark in the digital transformation of the Catalan government.

The Dynamic Acquisition System is a procurement tool designed to streamline public sector contracting. It is regulated under Articles 223 to 226 of Law 9/2017, of November 8, on Public Sector Contracts.

Compared to the previous CTTI framework agreement, which was in effect for the past five years, the new SDA offers significant advantages for both contracting authorities and economic operators. Suppliers can apply for admission at any time and, once qualified, may choose which specific contracts they wish to submit bids for.
